General

Objectives: provide safety at sea, prevent human injury/loss of life, avoid environmental damage. Application: all ships.

Safety and Environmental Protection Policy

Company shall establish policy which includes procedures ensuring compliance with mandatory rules and regulations.

Company Responsibilities and Authority

Define and document responsibility, authority and interrelation of all personnel who manage, perform and verify safety work.

Designated Person Ashore (DPA)

Company shall designate a person ashore with direct access to highest level of management. DPA monitors SMS and ensures adequate resources.

Master's Responsibility and Authority

Master's overriding authority — implement safety and pollution prevention policy. Right to intervene when necessary.

Resources and Personnel

Company shall ensure each ship is manned with qualified, certificated and medically fit seafarers. Familiarization procedures required.

Development of Plans for Shipboard Operations

SMS shall include procedures covering key shipboard operations critical to safety, vessel performance and pollution prevention.

Emergency Preparedness

Company shall establish procedures to identify, describe and respond to potential emergency shipboard situations. Drills required.

Reports and Analysis of Non-conformities

SMS shall include procedures for reporting and investigating non-conformities, accidents, hazardous occurrences and near misses.

Maintenance of the Ship and Equipment

Company shall establish procedures for maintenance of the ship and equipment in accordance with applicable rules and regulations.

Documentation

Company shall establish and maintain procedures to control documents and data relevant to the SMS. Master holds current SMS on board.

Company Verification, Review and Evaluation

Company shall carry out internal safety audits at least annually. Management review of SMS effectiveness.

Certification, Verification and Control

DOC issued to company after verification SMS complies with ISM Code. SMC issued to each ship after verification SMS in operation.

Key Roles
