International Ship and Port Facility Security Code — mandatory security framework for ships and port facilities, implemented as an amendment to SOLAS Chapter XI-2.

Security Levels
Normal
Level at which ships and port facilities normally operate. Minimum appropriate protective security measures maintained at all times.
Heightened
Level applying when heightened risk of a security incident. Additional protective security measures maintained for a period of time.
Exceptional
Level applying when a security incident is probable or imminent. Further specific protective security measures maintained for a limited period of time.
Part A — Mandatory Requirements
Ship Security Assessment (SSA)
Analysis of threats to ship. Identification of potential weaknesses in physical security, structural, personnel protection systems.
Ship Security Plan (SSP)
Security plan for the ship addressing all 3 security levels. Must be approved by the Flag State Administration.
Ship Security Officer (SSO)
Person responsible for security onboard, implementing SSP, carrying out security surveys, reporting security incidents.
Company Security Officer (CSO)
Person designated by the Company to ensure SSA is carried out, SSP is developed and submitted for approval and maintained.
Port Facility Security Assessment (PFSA)
Assessment of threats to port facility. Identifies vulnerabilities in infrastructure, cargo handling, access control.
Port Facility Security Plan (PFSP)
Security plan addressing all 3 security levels. Must be approved by the Contracting Government.
Port Facility Security Officer (PFSO)
Person responsible for development, implementation, revision and maintenance of the PFSP and liaison with SSOs.
Part B — Guidance (Recommended)
Security Levels
Guidance on how to set and communicate security levels 1, 2, and 3 to ships and port facilities.
Declaration of Security (DoS)
Guidance on completing DoS when interface between ship and port facility or ship-to-ship.
Drills and Exercises
Frequency and types of drills to test SSP effectiveness. At least one security drill every 3 months.
ISSC Certificate
The International Ship Security Certificate (ISSC) is issued to ships that comply with the requirements of SOLAS Chapter XI-2 and the ISPS Code.
